SAR 300 is a mada business rule for fuel, not a terminal limit, and the SAMA framework notes the journey "can be amended or updated at any time based on market behavior". Do not compile 300 into your code. Make it a parameter you can change without a release, and validate customer-entered amounts against it.
A pre-authorisation holds for 24 hours. Beyond that the hold falls off by itself, which is not a settlement — the fuel has been dispensed and nothing has been captured for it. Anything that could leave a capture outstanding for that long is a revenue leak, not an edge case.
